in relation to the types of intervention for rural development means: (a) a public or private law body, an entity with or without legal personality, a natural person or a group of natural or legal persons responsible for initiating or both initiating and implementing operations; (b) in the context of financial instruments, the body that implements the holding fund or, where there is no holding fund structure, the body that implements the specific fund or manages the financial instrument, the managing authority
